I am a firm believer that its just another way someone can put blame on someone else and those involved with moisture testing can make a buck.
A person can test all they want, doesnt change this simple fact... The moisture content one week might not be the same another week. Therefore you can never really tell if an area is good or bad. Theres no guarantee, theres no constant. David is exactly right, but if there is flooring already down and you're taking it up and replacing with something else, what you take up will not only give you an overview of years and the results, but the insight to learn and teach new things.
Now if we have a hundred year flood, all bets are off.

buildings and the componants of buildings change with the surrounding environement.
Put the building in the desert from florida and the moisture content changes...

The environment causes excessive concrete vapor emissions...

You're supposed to be an inspector, but you say things like the above and make yourself look like you have no common sense, for several reasons.
These pages spell it out, but you don't comprehend. Oh well, it seems the flooring industry is doomed to ignorance forever, when people like you are made inspectors.
