Personally, I wouldn't cut my seams over concrete or wood, because of blade drag and dulling the edge of the blade on concrete right where you are cutting the material or with wood, the blade can catch in the wood and cause problems.
When you cut your seams over pad, the installer learns to have just the right touch to cut thru the material and barely disturb the pad.
Well, you might get a little surface cut in the pad sometimes.
Make it a firm pad, at least equal to 6 pound density.

I'd forgotten about the others, as I don't like them, so I never think about them.
I use just a row cutter--some call a road runner--or an open blade, row cutter.
