that can tell installers how to test and understand the stretch, because the carpet has so much in the way of fillers?

The industry has made the 1-1+1/2% rule for a reason. Why isn't the industry smart enough to understand how to design a test for stretching carpet, with all the fillers they put in it?
Maybe they're waiting for something. The next life???
