That is an excellent question.
Here is the skinny. If its same for same, testing isn't necessary. If its a matter of taking up something like solid vinyl and replacing it with something more permeable, testing is a waste of time. If, however, you are taking up something permeable and replacing it with something impermeable, you would be wise to test.
p.s. All the above is based on the assumption that the existing floor is showing no signs of moisture related failure.
Truly-- Chuck,--just as most all in our industry are behind the times.
If you are taking one goods off the floor and wanting to put down another, taking-up the old will teach you all you need to know--and that includes wheather or not you should put down impermeable goods.
Like the Red Indian used to do so well,--read the signs.

As a matter of fact, from what you find on this board, one should be able to easily teach their customers how to care for what they have and why they should or shouldn't, advise a customer to buy one thing or another.
Customers won't always listen to you,--at least not the first time around, but they will the second time. Be glad for the ones that got away, because those customers will come to see how right you were and trust you from then on.
Trust is the best thing you can earn from your customers and helpers.

If customers want expensive testing done, hey, do it if you want, but consider, if another person like myself walks in behind you--because the people or businesses are smart enough to get 3 bids and reasons for those bids, you will look like you are waaay behind the times, if you charge for testing and then I come in and with what's there, prove to them what they need and don't, as well as how best to care for it.
Most people are like chuck, they don't think before they open their mouths, hence they can never open their own businesses and stay in business. That's why people like chuck always work for others.

Actually, chuck coffer is the biggest boot licker on fcimag.com as well as the biggest idiot. No wonder one of the co's thought it best to hire a moron that would say and do anything for them.
It seems the industry loves to advance the idiots, just because they will say and do anything for them.
